Wednesday of a heart attack in Las Vegas Nev He was 83 Mr Matt lived in Santa Fe from the 1920s through the 1950s and later moved to Espanola where he was active in the Knights of Columbus He taught as 300 percent to cover the new expenses For larger companies which can spread the costs to more customers the impact be nearly as great The pass through is not expected to reach more than $5 a year for Sangre de Cristo customers motion said state law only allows utilities to pass through costs of water testihg that is both imposed and conducted by environmental regulatory agencies In a related the Public Service Commission Friday to reconsider approval of a rule that allows water companies to pass on to consumers the cost of water testing required by new federal regulations Attorney Steve Asher said in a motion for rehearing that the pass-through rule is contrary to clear intent of the Legislature to strictly limit the kinds of costs which can be passed to ratepayers without a
