Garcias critics, while recognizing the advance made during one quarter this year, point out that, through last year, the Permanent Fund was rated among the bottom 6 percent of funds. In a second proposal, Hartke wants to increase the professionalism of in the Investment of the state Severance Tax Permanent Fund, for which his office Is responsible. Hartke said he would like to place the Severance Tax Permanent Fund on an equal footing with other state funds. I feel quite frankly that we do not have the professional 3taff and the resources we need for the long-term management fit the fund. I think that creating an independent Investment division will Improve accountability and prepare us for the fund eventually becoming an independent entity," Hartke said.

Reagan said-It would be "just fine with him If Congress went ahead and considered a tax-cut proposal during its lame-duck session before he takes office. He would give special consideration to finding qualified blacks and members of other minority groups to fill Cabinet posts and that he hopes to name, his Cabinet by late November or early December. Much of the news conference was devoted to foreign policy questions, and Reagan made clear that while he hopes to maintain the traditional nonpartisan nature of American foreign policy, he expects to make some immediate changes. For instance, he rejected Carters contention that strategic arms limitation talks between the United States and the Soviet Union are too important to await resolution of such international crises as the Soviets occupation of Afghanistan. I don't think you simply sit down at the table with the Soviet Union to discuss military arms, for example, Reagan said. You discuss the whole attitude, world attitude, as to whether were going to have a world at peace or whether were simply going to talk about weaponry and not bring up these other subjects In other words, he said, I believe In linkage.

Carter, recently asked whether he would ask for Senate approval of the SALT II treaty while the Soviets kept troops in Afghanistan, said the treaty was so important it should be ratified under any circumstances Reagan has vowed to throw out the current arms treaty with the Soviets and begin anew to gain a tougher treaty. The Historic Hillside Neighborhood Association, representing the Hillside Avenue area, has been particularly concerned about the potential damage the development could do to homes in Its area due through increased water runoff. The Hillside area, situated directly below the Prince Estate hills, already Is a prime target for flash flooding and soil erosion during hard Santa Fe rains. A water resources engineer hired by the association told commissioners Thursday night that there wasnt enough Information yet submitted by the developers to ensure that addi-t tlonal flooding and erosion wouldn't his staff are solely responsible (or Investing the rapidly growing 8350 million fund created from taxes generated from tbe extraction of the states mineral resources.

Because of heavy energy mining activity In the state experts estimate that In the near future this fund soon will reach 8500 million. In another area, Hartke said he Is concerned about the disproportionate share of the state's Investment business given to certain out-of-state brokerage firms. I would like to see investment fund managers submit written reports at each meeting listing how much business each brokerage firm received and Justifying why we were required to go out-of-state, Hartke said. Hartke, who sits on both the Investment Council and the PERA board has tried for several months to get accountings of Investment activity. The attorney generals report was the first to quantify Investment activity and it showed that Oppenheimer, who Is not even registered to do business In this state, has been getting 25 percent of the state's business.

I dont think thats right, he said. In two final proposals, Hartke said he would like to see some kind of public forum examine the allegations be a grave problem for the Hillside area. The problem, as I see it here, said the engineer, Richard Heggen from Albuquerque, is that the hydro-logical complexities of dense development on arroyo terrain call for a higher degree of initial analysis that that needed otherwise. Heggen unsuccessfully asked the commission to delay taking action on the development request until more engineering data Is submitted by the developer. The commission in general said the kind of detailed information discussed by Heggen wasnt asked to be submitted until the preliminary and final plat approval stages.

The Northeast Neighborhood Association was particularly concerned about the additional traffic the devel session of a firearm and auto theft. He said that he and Vice Presidentelect George Bush do not want to do anything that indicates that we are not a unified country and that we are in any way trying to speak with a different voice than the administration. The president is still the president, he said. We are not going to Intrude and we are going to recognize the fact that this administration is still in office and that foreign leaders must be aware that the president is still the president." Reagan also announced that William Casey, Sen. Paul Laxalt, and former Ambassador Anne Armstrong, the three people who headed his election campaign, would now be In charge of the transition. Edwin Meese, Reagan's chief of staff, will be transition director and will work with the president-elect other top campaign aides, Reagan said.

He also said many of the same people who advised him on policy matters during the campaign will continue to serve in a similar capacity in the coming 2 months before he takes office. He also said he would like to see the states conflict of Interest law broadened and strengthened. The allegations made against Sam Garcia are serious and I hate to see them Just left hanging in the air, Hartke said. He said he felt the professional reputation of the Investment Council and Its investment officer have been hurt and will remain under a cloud until a thorough investigation Is completed.

Im not really sure what we need here. The attorney general has said that a special prosecutor ts not called for, but 1 think we should have some kind of form to take sworn testimony, Hartke said. Im willing to go along with whatever It takes to get things in the open, he said. Concerning the conflict of interest law, Hartke said he he would like to see stlffer penalties and the law broadened to include the Investment Council and its staff, the PERA Board and its staff, legislators and Judges.
