April 4.11,16, 1991) USOA FOREST SERVICE CARSON NATIONAL FOREST TAOS COUNTY, NEW MEXICO On March 12, 1991, Quests District Ranger, Ron Thibedeau made a decision to im- plement a mistletoe control test project on the Valle Vidal Unit for late summer or fall of 1991. The Test project entails mistletoe treatment on 100 acres within seven separate timber stands. Treatments tested will be seed tree cuts, snag creation, and overstory removal. No clearcuts nor thinning wilt be used. Each treatment will be small areas within the larger stands.

This project will not be implemented until the appeal period has ended. The associated Decision Notice and Finding of No Significant Impact are available upon request from Ouesta Ranger District, P.O. Box 558, Questa, NM 87556. This decision is subject to appeal pursuant to Forest Service regulations in 36 CFR Part 217. Appeals must be filed within 45 days from the date of publication of this notice.

On February 1,1991, Gas Company of New Mexico a division of Public Service Company of New Mexico, filed an Application for a Revision to Natural Gas Sales and Transportation Rates with the Commission together with proposed Original Rate No. 110, Special Investment Area Surcharge.

Pursuant to its Application and the proposed rate, GCNM is requesting that it be allowed to recover from applicable customers the advance for construction of mains extended to serve Special Investment Areas GCNM proposes that any such advance, with interest, be recovered through a rate rider as part of GCNM's sales and end-use transportation rates. The rate rider would allow for the collection of the advance via a surcharge per therm of gas usage. GCNM is also requesting that its rules governing the extension of mains be revised to include provisions for SIAs and that a new customer service form be approved. 2. As proposed by GCNM, the proposed charges would affect customers served through SIA main extensions only, as defined in the proposed main extension rule.

GCNM proposes a surcharge that would be unique to each SIA and would depend on a of factors. The method of calculating the surcharge is defined in GCNM's proposed rule and the impact on individual customers would vary. GCNM, however, would extend its mains to serve only those SIAs where the amount of the resultant surcharge would make gas service an economically attractive energy option for its potential customers. 3. A public hearing will begin at 9:00 a.m.

on June 10, 1991 at the Commission's offices, Marian Hall, 224 East Palace, Santa Fe, New Mexico, for the purpose of hearing and receiving testimony, exhibits, arguments and any other appropriate matters in order to determine whether GCNM's Application and the rates filed as Original Rate No. 1-10, or other rates, if appropriate, should be approved by the Commission.
